John Williams is a telecommunications engineer with a complementary background in business planning and in regulatory and public policy
analysis. He provides litigation support and expert witness services
and advised carriers and foreign
governments on industry issues.
Before joining our firm, he served as assistant to an FCC
commissioner where he specialized in domestic and international common carrier
policy. Before this, he focused on similar issues at the National
Telecommunications and Information Administration (NTIA).
Prior to government service, he was with Bell
Laboratories where his work centered on new telecommunications services
and long-range network planning. In his most significant contribution to
the area of new services, he was responsible for the initial work on
voice storage systems. Before joining Bell Laboratories, he was with RCA
Laboratories where he conducted basic research on computer system
architecture.
He received a Bachelor of Science in Physics
from the University of Virginia, a Masters from the Graduate School of
Industrial Administration of Carnegie-Mellon University and a Doctorate
in Computer Science from the University of Virginia. He holds several
patents and has published a number of papers in the areas of
telecommunications and computers.
